Delta-Montrose Electric Association (DMEA) is a 30,000-member cooperative in rural Southwestern Colorado that has achieved national recognition for its innovation in promoting energy efficiency, renewable energy and demand side management.  Learn how DMEA develops, launches, and cost-justifies its efforts.  Discover the strategies and tactics that have made these programs successful… and the lessons that DMEA has learned in the process.

DMEA’s energy efficiency vision is to develop technology-based marketing initiatives that strengthen customer loyalty, increase net kWh revenues and support renewable energy initiatives. Further, DMEA has a public goal to promote “best practice” energy efficiency strategies that reduce members’ total ENERGY use by 25%.  They believe they can increase member loyalty by helping members save gas & propane, too.

Workshop Goals

This program will demonstrate how cooperative and municipally-owned electric utilities can:

Promote energy efficiency in ways that increase the utility load factor (i.e. profitable energy sales) by motivating homeowners to help reduce peak demand power purchases and fill “valleys”

Benchmark for members what is a high home energy (not just electricity) bill and most cost-effective ways to save through online home energy analyses rather than free, on-site “clipboard” bill audits

Show homeowners how to reduce energy bills on their own without relying on utility handouts

Introduce a “home energy improvements don’t cost, they pay” messaging platform that relies on unsubsidized, third-party financing

Be the Energy Efficiency Expert by championing the local builders and home improvement who are “doing it right” (and shaming those trade persons making unrealistic energy claims and doing shoddy work)

Conduct a Light Bulb Fund Raiser to help non-profit community group and show members that changing 5 most-used lights to CFLs is a good first step

Who should attend:  Utility Board members and senior utility staff for small to medium-sized cooperative-owned and public power utilities as well as managers of utility power management, member services, marketing and communications activities.

Preliminargy Agenda

8:00 – 8:30 a.m.
Registration

8:30 – 9:15 am
Getting Management Buy-In:  Building and Maintaining Management Support for Home Energy Efficiency Initiatives

DMEA’s program success begins with senior management and a board of directors that nurtures a cooperative culture with a “3-legged stool” concept which gives equal importance to the (1) operational effectiveness of a wire company, (2) promoting members’ efficient energy use, and (3) renewable, sustainable energy initiatives.

9:15 a.m. – 10 a.m.
Do the Math:  Calculating and Articulating the Strategic Value of Residential Energy Efficiency

Discover how DMEA cost-justifies its program initiatives based on the win-win benefits to members and the cooperative coupled with strong community involvement.  Learn how DMEA load research helped determine the load curves of various customer types and calculate the net present value of promoting efficient electric technologies… and the risk of relying on traditional plug loads to payback investments in distribution backbone.  Also, learn the survey techniques used to demonstrate the effectiveness of program initiatives.

10 a.m. – 10:30 a.m.  Refreshment Break

10:30 a.m. – 11:15 a.m.
HVAC:  Building Sustainable Base Load (and a Green Halo) With Geothermal Heat Pumps

Almost 500 ground source heat pumps have been installed in the region within the past 6 years by DMEA’s subsidiary installation company and competitors.  Every geo system owner is welcomed into a GeoExchange Comfort Club with a quarterly newsletter and annual dinner (think Harley Davidson and Saturn).  The Co-Z Energy Plan geothermal heat pump financing program is central to DMEA’s success in transforming the market for heating and cooling systems in Southwestern Colorado.

Learn how and why DMEA embraced GeoExchange to recapture the heating and cooling market from propane/gas furnaces and evaporative coolers.  One measure of DMEA’s success: the local investor-owned gas company ran newspaper ads bashing GeoExchange as not as “natural” as gas heat.

11:15 a.m. -12 noon
Online vs. On-site Home Energy Audits:  Leveraging Whole House Initiatives (and Contractor Alliances) with Home Energy Makeover Contest

“Home Energy Improvements Don’t Cost, They Pay” is the theme of this initiative that dramatically demonstrates whole house energy efficiency by urging homeowners to enter a contest with a $25,000 top prize to the home that can best showcase energy efficiency improvements.  Over a dozen local home improvement contractors embraced this program concept and worked together to show that, as Doug Rye says, “If you pay too much for home energy, it’s your own darn fault.”  Learn how DMEA ranked contest entries, used TREAT software and blower door testing to analyze the finalists’ homes, and leveraged web-based, self-audit calculators to allow all contest entrants to learn how much they could save by using energy smarter.

12 noon 1:30 p.m.
Establishing Stakeholder Alliances

“Working Lunch” provided with roundtable discussion with key DMEA stakeholders instrumental to program success.  Discover how DMEA leverages resources from national (ENERGY STARÒ, Cooperative Research Network, Alliance to Save Energy, Touchstone Energy), regional (Tri-State Generation and Transmission and Generation, Western Area Power Administration, GeoPowering the West) and state (Colorado Office of Energy Management and Conservation, Energy Outreach Colorado, Colorado Energy Science Center) energy organizations.

1:30 p.m. – 2:15 p.m.
Lighting:  Clipping Peaks (and Embracing Community Non-Profits) with a Light Bulb Fund Raiser

Replacing the 5 most used incandescent bulbs with compact fluorescents should save DMEA members about $25 per year while netting DMEA almost $12 in reduced peak power purchases the first year alone… and the CFLs have a 9-year warranty.  At those rates, DMEA could afford to give away the CFLs, but learn the strategy and tactics behind why DMEA chose instead to offer Touchstone Energy branded CFLs for sale through local non-profit groups as a fund raiser.

The Fund Raiser leveraged ENERGY STAR’s “Change a Light, Change the World’s timing and messaging to conduct engage community groups, retailers, and schools.  Fifteen community groups sold over 3,000 CFLs for $5 each, proving that CFLs don’t have to be heavily discounted to sell.  In the process, the groups earned $6,000 for selling a product better than candy bars and gift wrapping paper.

DMEA conducted an extensive lighting study top determine the value to the cooperative and its members. The study confirmed that energy efficient lighting offers an excellent low cost opportunity for DMEA members to reduce their electric bills and for DMEA to cost-effectively reduce its peak power purchases.

2:15 p.m. – 3:00 p.m.
Roundtable Discussion and Open Forum

Workshop participants share their best practices and lessons learned in candid discussion to “brainstorm” next steps to develop and launch home energy efficiency programs at their utilities.

 3:00 pm – 3:30 p.m.
Closing Remarks and Adjourn
